Attendance by Reserve Members

Agenda Item 9 – Information Report:Petitions

Councillor Mrs Vina Mithani declared a non-pecuniary interest in that she was the Kenton West ward Councillor.  She would remain in the room whilst the matter was considered and voted upon.

 

Councillor Nitin Parekh declared a non-pecuniary interest in that he was the Edgware ward Councillor.  He would remain in the room whilst the matter was considered and voted upon.

RESOLVED:  To note the receipt of the following petition, which was referred to the Corporate Director of Environment and Enterprise for consideration:

 

Petition presented by Councillor Manjibhai Kara on behalf of the residents of Uppingham Avenue, Stanmore

 

‘We, the undersigned residents of Uppingham Avenue, have suffered poor state of pavement and, crossovers and verges maintenance.  The pavements have broken and uneven slabs and damaged green verges.  The crossovers are in poor state of repair.

 

We urge the Harrow Council to initiate urgent review and replacement of the pavement and repair the green verges and crossovers to improve the quality of our life.  No one can remember, in their living memory, when the pavement was last replaced/upgraded.  We believe, ad hoc, piecemeal repairs are not cost effective over long period.

 

We welcome the full support of our ward councillors in this matter.’

Appointment of Advisers 2014/15

Members received a report which detailed the nominations for Advisers to the Panel for the 2014/5 municipal year.  An Adviser expressed the view that there was a need to have a representative of people with disabilities on the Panel and suggested that Harrow Association for Disabled People be approached with a view to seeking a nomination.

 

Resolved to RECOMMEND:  (to the Portfolio Holder for Environment, Crime and Community Safety)

 

That the nominations for Advisers to the Panel, as set out in Appendix 1 to the officer’s report, be agreed.

 

Reason for Recommendation:  To appoint advisers to the Panel for the 2014/15 Municipal Year, to assist in the work of the Panel.

Transport for London - Local Transport Fund schemes 2014/15 pdf icon PDF 133 KB

Report of the Corporate Director, Environment and Enterprise.

Minutes:

Members received a report which outlined the proposed programme of schemes to be implemented with the £100,000 local transport fund allocated to the London Borough of Harrow by Transport for London in 2014/15.

 

Members considered the schemes outlined in paragraph 2.9 of the officer’s report and debated the merits of each.  It was agreed that, in order to enable all of the schemes to be implemented, the St Paul’s Avenue scheme be phased over two years and the budget indicated in the report for that scheme changed from £20,000 to £10,000 in 2014/15.

 

Resolved to RECOMMEND:  (to the Portfolio Holder for Environment, Crime and Community Safety)

 

That the following transport schemes be prioritised for the Transport for London Local Transport Fund:

 

1.                  Stanmore Hill/ The Broadway, Stanmore;

2.                  Roxeth School, Brickfields - Harrow on the Hill;

3.                  St Paul’s Avenue – 20 mph zone – to be phased over two years;

4.                  Masons Avenue, Wealdstone;

5.                  Uxbridge Road, George V Avenue, Courtney Avenue, Pinner Road, Kenton Lane, Honeypot Lane.

 

Reason for Recommendation:  In order for the Council to spend the £100k allocated by Transport for London on prioritised local transport schemes within the 2014/15 financial year.

Canons Park Area Follow Up Parking Review - Public Consultation pdf icon PDF 160 KB

Members received a report which detailed the results of a public consultation carried out to review parking and congestion issues in the Canons Park area.

 

In considering the proposals, a Member expressed concerns in relation to Peters Close and Dalkeith Grove. In terms of Peters Close, she sought clarification as to why the scheme had not been progressed given the response from residents.  The officer advised that whilst 12 residents had stated that they experienced parking problems in the street, 5 had said that they did not and the 5 residents who had expressed no view had been interpreted as not wanting parking controls.  Another Member proposed that a single yellow line be implemented in Peters Close as it was in close proximity to other streets with parking restrictions and would be affected by parking displacement.

 

Referring to the proposals for Dalkeith Grove, the officer advised that it was proposed that passing spaces were created by introducing small sections of yellow lines to alleviate congestion and improve safety.  This would be less intrusive for residents as a full single yellow line would mean that no-one could park on it during the control times, including residents, and would help with the main problem which was congestion associated with the school.  In respect of an alternative measure to introduce a parking restriction throughout the road operating between 3.00 and 4.00 pm, the officer indicated that this would not alleviate parking problems or congestion problems connected with the school opening and closing times and that this type of measure was more suitable for addressing long term parking such as commuters.

 

The Chair reported that at a meeting of Canons ward Councillors and residents there had been a divergence of views in relation to Dalkeith Grove. He had also spoken in depth to both officers and residents.  Residents of Dalkeith Grove had indicated that both the restrictions in Du Cros Avenue and the 24/7 call centre based Merrion Avenue had caused commuter parking displacement.  Officers had indicated that they had not identified much commuter parking and considered the problems outside the school to be more significant than that their proposal was the most appropriate solution.  In response, a Member stated that a single yellow line would deter all day parking and bring Dalkeith Grove in line with the surrounding area.  He expressed the view that this would offer a compromise for both the residents and the local schools.  Another Member expressed some doubt that a single yellow line would resolve the school parking issues but that he was supportive of the ward Councillor’s proposal.

 

Members emphasised that it was important that residents of Dalkeith Grove were aware that once the proposals were agreed, it would not be possible to change the restrictions.  In addition, it was requested that residents record and photograph incidents of drivers mounting the pavements to enable the Council to take action.  It might be possible to use NIS money to install bollards.  The officer advised that, from a technical point  ...  view the full minutes text for item 11.

Welbeck Road Area Controlled Parking Scheme - Public Consultation pdf icon PDF 171 KB

Members received a report which detailed the results of the public consultation carried out in the Welbeck Road area in March 2014 on a possible controlled parking scheme.  The report requested that the Panel recommend proposals to the Portfolio Holder for Environment, Crime and Community Safety and to proceed with a statutory consultation.

 

Resolved to RECOMMEND: (to the Portfolio Holder for Environment, Crime and Community Safety)

 

That:

 

(a)               A controlled parking zone, including resident permit bays (as detailed in the officer’s report), be introduced operating Monday to Saturday, 8.00 am – 6.30 pm in:

·           Welbeck Road – Coles Crescent  to Twyford Road,

·           Tintern Way – Welbeck road to no. 75 Tintern Way,

·           Drinkwater Road adjacent to Cerise Court,

·           Coles Crescent – Welbeck Road to no.83 Coles Crescent

·           Eliot Road – adjacent to Annan Court,

 

(b)               Scott Crescent be included in the statutory consultation to provide another opportunity for residents to consider the potential for parking displacement in this road,

 

(c)               “at any time” waiting restrictions (double yellow lines) be introduced throughout the consultation area at junctions, crossing points, along narrow sections of carriageway and at bends as shown in Appendix E to the officer’s report.

 

Reason for Recommendation:  To regulate parking in the Welbeck Road area as detailed in the officer’s report.  The measures are in response to residents requests to address parking problems in their area to maintain road safety and accessibility for vehicular traffic.

Report of the Corporate Director Environment & Enterprise.

Minutes:

Member received a report which setout details of the petitions that have been received since the last Panel meeting and provided details of the Council’s investigations and findings where these had been undertaken.

 

In relation to Whitmore Road, a Member stated that a number of residents had raised concerns and that, having visited the location herself, she had seen considerably more traffic than she would have expected.  The Member indicated that she would be consulting the relevant councillors to see if some NIS funding could be put towards a Controlled Parking Zone.  She added that it would be helpful if officers could do some costing of the work required but acknowledged that this would normally be done in February.  The officer advised that NIS funding requests had been progressed in the past and that there were currently no other requests so that this work could be accommodated.

 

RESOLVED:  That

 

(1)               the report be noted;

 

(2)               a study be carried out in relation to Whitmore Road, noting that this was subject to spare consultancy time and Harrow on the Hill ward Councillors NIS money.

Information Report: Traffic and Parking Schemes Programme Update 2014/15 pdf icon PDF 165 KB

Minutes:

Members received a report which provided an update on progress with the 2014/15 traffic and parking schemes programme of works.

 

In response to a question in relation to the Controlled Parking Zone (CPZ) Belmont, the officer advised that the consultation material was currently being prepared based on the recommendations agreed at the last meeting of the Panel.  The planned operational date was January 2015.  He confirmed that the consultation documents would be in plain language and would provide residents with the opportunity to give feedback.

 

The officer confirmed that in terms of the bus priority, The Common/Common Road junction improvement, there had been an issue with the wording of the Section 106 agreement.  As a result, there had been further discussions with the developer.

 

An adviser expressed the view that there were no improvements for cyclists in the Mollison Way scheme.  He requested that when street furniture was re?located that consideration be given to safeguarding cycle routes.  The officer advised that this scheme was not focussed on cycling but on improving bus services.  The limited budget available for this scheme had not allowed a wider remit.  Members indicated their support for the inclusion of cycling elements in schemes but acknowledged that there were competing demands on budgets.  It was commented that it was useful to be made aware of areas/schemes that were of particular concern in terms of the impact on cyclists.

 

RESOLVED:  That the report be noted.
