Petitions

To receive petitions (if any) submitted by members of the public/Councillors under the provisions of Executive Procedure Rule 47 (Part 4D of the Constitution).

 

1.    To receive a Petition containing 11 signatures, requesting parking controls be implemented in Lower Road, Harrow.

RESOLVED: To note the receipt of the following petitions which were referred to the Corporate Director of Community for consideration:

 

1.            A petition from residents of Whitchurch Gardens, Edgware, containing 10 signatures, presented by Councillor Ameet Jogia, with the following terms of reference:

 

‘We the undersigned urge Harrow Council to review the yellow line arrangements around numbers 13 and 15 Whitchurch Gardens, with a strong desire to implement a double yellow line around the bend to control parking and increase safety and cleanliness for residents.’

 

2.            A petition from residents in Peter’s Close, Stanmore, containing 4 signatures, presented by Councillor Ameet Jogia, with the following terms of reference:

 

‘We request Harrow Council to assist us in preventing our driveway from being blocked, we already have white lines, which is completely ignored.  This blockage makes it very hard for us if we have to get out in an emergency.  I have a blue badge and one of my sons, who has MS and who is unable to walk unaided, also has a blue badge.  Whilst I’m doing this email, someone has been parked right over the whole of our drive playing on his phone for a good ten minutes making it difficult for other cars to drive by and blocking the way for my husband to get into the drive.’

 

3.            A petition from residents of White House Drive, Stanmore, containing 28 signatures, presented by Councillor Ameet Jogia, with the following terms of reference:

 

‘We, the undersigned request Harrow Council to help us alleviate the adverse effect of the new parking restrictions on Kerry Court/Avenue on White House Drive.  We are suffering from mass displaced public parking from Kerry Court/Avenue, which has led to residents of white House Drive – many of whom have parking permits – with nowhere to park outside their homes, let alone the surrounding area.  To alleviate this we request Harrow Council to change our parking restrictions to Monday-Sunday, 10-11 am and 3pm-4pm.

 

To further ease the pressure on parking, we also request Harrow Council to provide two additional permit bays, one to each existing end (outside nos 1 and nos 15 maisonettes) and remaining single yellow lines (outside nos 1 and 15 maisonettes), to be converted to double yellow lines).’

 

4.            A petition from residents of West Street, Nelson Road, Trafalgar Terrace and Wellington Terrace, containing 116 signatures, presented by Councillor Graham Henson, with the following terms of reference:

 

‘Residents’ petition for residents’ permit holder parking (CPZ) in West Street (from nos. 42 & 67 West Street right to the bottom of West Street where it joins Bessborough Road), Nelson Road/Trafalgar Terrace & Wellington Terrace, Harrow on the Hill – Monday-Friday, 8am-11am.’

Report of the Director of Legal and Governance Services.

Minutes:

The Panel received a report of the Director of Legal and Governance Services, which set out nominations for Advisers to the Panel for the 2017/18 Municipal Year.

 

The Chair advised that nominations had been received from the Harrow Public Transport Users Association (Mr Anthony Wood), Harrow Cyclists (Dr Anoop Shah) and the Harrow Association for Disabled People (Mr Nigel Long).  He added that Mr Leonard Gray, who had served on the Panel since 2007, representing the pedestrian organisation, Living Streets, had stood down and Living Streets had not nominated a replacement.  The Chair requested that the thanks and appreciation of Panel members be conveyed to Mr Gray for his hard work and support for the work of the Panel over recent years.

 

Resolved to RECOMMEND:  (to the Portfolio Holder for Environment)

 

That the nominations for Advisers to the Panel as set out at appendix 1 of the officer report, be agreed.

INFORMATION REPORT - Petitions pdf icon PDF 282 KB

Report of Divisional Director, Commissioning & Commercial Services.

Minutes:

The Panel received a report of Divisional Director, Commissioning & Commercial Services which set out details of the petitions that had been received since the last TARSAP meeting and provided details of the Council’s investigations and findings where these had been undertaken.

 

Following a brief overview of the report, officers responded to Panel Members questions and comments as follows:

 

·                     in relation to petition 3 – Dorset Drive/Cavendish Drive, the matter of low loaders and vehicles being repaired on the public highway had been referred to the Planning Enforcement Team and with respect to large vehicles parked overnight on those roads this had been referred to the Parking Operations Team.  An officer undertook to follow this up with the Enforcement Team.  He added this matter had not been included in the current parking programme but would be referred to The Panel in February when the parking programme for the following year would be determined.  Officers could not easily change the size of the parking bays in those streets as this would require a change in the current traffic order, which would have to be advertised and there were cost implications to be considered.  Heavy vehicles up to 3.5 tonnes in weight could be legally parked on local streets, however, they would be breaching traffic regulations if the vehicles were of a higher tonnage or were parked overnight;

 

·                     another officer added that there were two options available to deal with this issue.  The first would be to take the Planning Enforcement route.  The second would be to implement enforceable parking controls in the area.  He undertook to get in touch with the member for Canons Ward regarding this issue within a week of the meeting;

 

·                     petition 4 - Howberry Road – parking controls would shortly be consulted on utilising the congestion relief funds made available by Transport for London.  The need for increased enforcement during match days at Wembley had been forwarded to the Parking Enforcement Team and the matter was noted;

 

·                     petition 6 – The Grove / Warren Lane - An officer confirmed that double yellow line restrictions would shortly be implemented in The Grove / Warren Lane area subject to the outcome of the statutory consultation process;

 

RESOLVED:  That the report be noted.

INFORMATION REPORT - 2017 /18 Traffic and Parking Schemes Programme update pdf icon PDF 321 KB

The Panel received a report of the Divisional Director, Commissioning & Commercial Services which provided an update on progress with the 2017/18 traffic & parking management programme of works.  This included schemes funded by TfL and those schemes included in Harrow’s Capital Programme.  Officers also gave a brief presentation on the Mayor of London’s draft Transport Strategy for 2017.

 

Councillor Hall left the room during consideration of this item.

 

Following questions and comments from the Panel regarding the Draft Transport Strategy, officers advised that:

 

·                       the Consultation relating to Mayor of London’s Draft Transport Strategy would be available on the Transport for London web site until 2 October 2017.  The new Strategy would require Harrow to submit a Local Implementation Plan (LIP) which the Panel would be consulted on in due course;

 

·                       the Strategy was based on the ‘Healthy Streets Approach’, the main priorities of which were improving public transport, creating new homes and jobs, introducing and expanding the Ultra Low Emission Zone, eliminating deaths and serious injuries on London's streets and developing a London-wide network of cycle routes;

 

·                       interventionist policies, such as the introduction of the Congestion Charge in central London, aimed at reducing car use and the number of car journeys, had been successful to an extent.  However, those measures aimed at encouraging a modal shift among Londoners were more likely to succeed.  It was anticipated that the population of London would increase substantially by 2041 and this increase would have considerable repercussions for traffic, road safety, public transport, overcrowding and air quality.  The Mayor of London had set an ambitious goal where 80% of all journeys would be undertaken by sustainable transport by 2041, whereas, the current target figure was 64%.  It was important to promote and provide genuine, affordable alternatives to car use, with measures tailored to suit local conditions in each borough;

 

·                       the Mayor’s Vision Zero target related to the elimination of road traffic deaths and serious injuries by reducing the dominance of motor vehicles on London’s streets.  Introducing more 20 mph zones and other traffic measures in Harrow would help to achieve this.

 

The Adviser from Harrow Cyclists stated that the results of TfL’s Strategic Cycling Analysis should form the basis of all local cycling policy.

 

The Adviser from HPTUA stated that bus services to hospitals needed increased funding and improvement.

 

Following questions from the Panel regarding the report, officers advised that:

 

·                     the informal consultation leaflets for Dukes Avenue have been delivered and the responses were being collated.  If the proposals go ahead then statutory consultation would be likely in the autumn of 2017.  The parking review in Calthorpe Gardens would be undertaken later in the year;

 

·                     the proposed parking schemes in Kenmore Avenue and Christchurch Gardens were at the initial stage.  Herga Road was on the list of roads to be taken forward to the statutory consultation stage to be included in zone J;
