- Councillor Paul Osborn - Non Pecuniary - During the course of the meeting, Councillor Paul Osborn, Leader of the Council and Portfolio Holder for Strategy, declared a non-pecuniary interest in that he lived in West Harrow village. He would remain in the meeting whilst the item was considered and voted upon.
