Housing Revenue Account Budget 2025-26 and Medium-Term Financial Strategy 2026-27 to 2027-28, HRA Capital Programme 2025-26 to 2029-30- and 30-year HRA Business Plan

To seek approval for: the Housing Revenue Account (HRA) budget for 2025-26; the Housing Revenue Account (HRA) 5-year capital programme 2025-26 to 2029-30; he HRA business plan and recommend these to Full Council

 

To seek approval for the rents, service and facility charges for the HRA social rented properties, community halls, garages and water charges

 

To approve the expenditure of up to £15.192 million of Right to Buy receipts collected to purchase properties under the temporary flexibilities granted by Government during 2024/25 and 2025/26 financial years.

 

To delegate powers to the Strategic Director of Housing and Regeneration following consultation with, the portfolio holder for Housing and the portfolio holder for Finance and Highways, to acquire up to thirty properties on the open market.

Reason for urgency:
Whilst this decision was published on the Key Decision Schedule with 28 days’ notice to the upcoming Cabinet meeting on the 20 February 2025. The nature of the matter in respect of this decision is to be made has since been updated to include the following:

This decision could not be reasonably deferred because delaying the decision would have a negative impact the Council’s ability to proceed with it's purchases of homes and utilise the temporary flexibility from government, we have with Right To Buy receipts. This flexibility will end in March 2026. Accelerating the purchase of homes will also enable the Council to reduce the significant cost pressure currently faced in providing Temporary accommodation, waiting until March for a decision would delay the implementation of this decision.

The Chair of Overview and Scrutiny Committee has been notified of this update and that the report will be considered at the 20 February 2025 Cabinet meeting.
