Parking Management Schemes Programme 2017/18

Report of the Corporate Director, Community.

Minutes:

The Panel received a report of the Corporate Director, Community, which set out information about the identification, prioritisation, development and implementation of parking management schemes in Harrow and recommended a programme of work for 2017/18.

 

Following a brief overview of the report, officers responded to Panel Members questions and follows:

 

·                     Whitchurch Gardens and not Whitchurch Road had been recommended for prioritisation;

 

·                     Transport for London (TfL) did not fund local parking schemes as it expected local authorities to fund these from revenue gained through parking charges and parking enforcement.  Any Section 106 monies received from new developments were ring fenced and used to support the transport initatives set out in the legal agreements.

 

The Chair advised that he would discuss further the matter of overspill of Event Day parking at Wembley Stadium with the Portfolio Holder for Environment, Crime and Community Safety and urge him to lobby the Mayor of London about this issue. 

 

A Member proposed a motion that the officer Recommendation be amended to the following:

 

1.            The list of parking management schemes for 2017/18  as shown in Appendix B of the officer report be AGREED, with the exception of the County Roads, Calthorpe Gardens, Whitchurch Gardens and Eastleigh Avenue.  The remaining schemes to be subject to confirmation of the capital funding allocation at Cabinet for the 2017/18 Municipal Year;

 

2.            Officers be authorised to carry out scheme design and consultation on the parking management schemes listed in Appendix B of the officer report, as amended in 1 above; 

 

3.            Officers be authorised to implement the parking management schemes listed in Appendix B of the officer report, as amended in by 1 abovesubject to further reports being provided on the outcomes of public and statutory consultation and receiving approval of the Portfolio Holder for Environment, Crime and Community Safety to proceed;

 

4.            The four schemes that are deferred  be considered by the Portfolio Holder for Environment, Crime and Community Safety and the Chair of the Traffic and Road Safety Advisory Panel along with schemes 9, 14 and 17 listed in Appendix C,of the officer report;

 

5.            Any substantive new requests received to undertake a controlled parking scheme or review that are not included within the agreed programme or priority list in appendices B or C of the officer report be referred to the Panel for consideration.

 

The motion was seconded, put to the vote and won.

 

Councillors Jeff Anderson, Barry Kendler, Jerry Miles and Anne Whitehead voted for the motion.  Councillors Susan Hall, Ameet Jogia and Mrs Vina Mithani voted against the motion.

 

A Member back benching stated that the residents of County Roads had been led to believe that their roads would be prioritised for inclusion in the parking programme and would be very disappointed by the Panel’s decision.

 

Another Member stated that she was deeply disappointed by the lengthy amendments to the officer Recommendations proposed by the Chair, of which there had been no prior notification.  Residents in County Roads had been led to believe that their streets would be included in the parking programme.

 

Resolved to RECOMMEND:  (to the Portfolio Holder for Environment, Crime and Community Safety)

 

That

Reason for Decision:  To recommend to the Panel a proposed Parking Management Schemes programme for the 2017-18 financial year.
