PROPOSAL:

 

Full planning permission for the demolition of all existing structures, site preparation works and the construction of an apartment block and new houses to provide residential dwellings (Use Class C3), along with cycle and vehicle parking, highway and access improvements, children’s play space, public realm enhancements, associated landscaping and works to trees.

 

The proposed development comprises the demolition of all existing structures, building and planting onsite, infilling of man-made ponds, site preparation and enabling works to allow for the construction of 149x 1-bed, 2-bed and 3-bed properties within a 6-storey apartment block (78x units) and 71x two and three storey terraced houses, with associated single storey structures to accommodate a substation and a generator.

 

44x of the dwellings are to be affordable housing (27% by habitable room), 15x properties to be Part M4(3) wheelchair housing (with one of those being a fully adapted wheelchair house in Social Rent tenure).

 

Landscaping to include planting of 217x new trees, shrubs and other planting, and the creation of new public greens/amenity spaces (being 830sqm and 245sqm in area).

 

Public space to include 655sqm of 0-4- and 5–11-year-old children’s play space, and 87sqm of 12–15-year-old play space. A new pedestrian link to the Belmont Trail is also proposed. Creation of internal loop road and service road to provide access, with 75x car parking spaces (including 5x blue badge spaces from the outset with potential for increased provision should the need arise).

 

Creation of 2x formal loading bays and 3x dedicated stopping areas for vehicle passing. Provision of 281x long stay and 5x short stay cycle parking spaces.

 

RECOMMENDATION A:

 

The Committee were asked to:

 

1)              Agree the reasons for approval as set out in the report and as amended by the Addendum.

 

2)              Grant planning permission subject to authority being delegated to the Chief Planning Officer in consultation with the Director of Legal and Governance Services for the continued negotiation and completion of the Section 106 legal agreement and other enabling legislation and the issue of the planning permission and for the following, Recommendations, Heads of Terms and Conditions (at Appendix 1) to be reasonably amended, deleted or added to:

 

a.       Satisfactory resolution of outstanding drainage matters relating to this site; and,

b.       The Section 106 Agreement Heads of Terms would cover the following matters:

 

       i.          Affordable Housing

a.       Secure handover to the Council (HRA Account) and standards for Affordable Housing,

b.       early and late-stage review of the viability of the development in accordance with the London Mayor’s Supplementary Planning Guidance.

 

     ii.          ‘Be Seen’ Energy Monitoring

 

    iii.          Carbon Offset Contribution (£111,878)

 

    iv.          Play Space Contribution (£6,935)

 

     v.          Provision of offsite surface water attenuation for leisure centre car park.

a.       A scheme detailing the proposed attenuation tank along with any necessary permissions, permits, licensing or otherwise required for the proposed works

b.       Completion of works prior to [trigger point TBC]

c.       Any necessary easements to be secured [TBC]
