RESOLVED:  To note that Councillor Jean Lammiman was in attendance as a nominated Member.

To receive declarations of disclosable pecuniary or non pecuniary interests, arising from business to be transacted at this meeting, from all Members present.

RESOLVED:  That the minutes of the meeting of the Chief Officers’ Employment Panel held on 14 November 2024 be taken as read and signed as a correct record.

Report of the Managing Director

Members received a report which outlined the recruitment process for the Strategic Director of Corporate Resources and Innovation.

The Managing Director outlined the background to the role, the minor changes to it and the areas of responsibility.  In response to a question, he advised that suitably qualified internal candidates within a ringfence would be invited to apply in the first instance but that if there were no such applications, the external process would be commenced.

Clarification was sought as to the Portfolio Holder area that the post would fall within.  The Panel were advised that whilst a number of portfolios were covered the majority of the role would be within Performance, Communications and Customer Experience.

RESOLVED:  That recruitment process and report be noted.

RESOLVED:  That in accordance with Part I of Schedule 12A to the Local Government Act 1972, the press and public be excluded from the meeting for the following item for the reasons set out below:

Upon the interview of shortlisted candidates to consider making an appointment to the post of Director of Public Health

Having interviewed two candidates, the Panel

RESOLVED (unanimously):

That the post of Director of Public Health be offered to Laurence Gibson, who is currently the Deputy Director and Consultant in Public Health at the London Borough of Harrow, on a salary of £121,320 (D2 point 1) in accordance with the terms and conditions governing Chief Officer posts and subject to there being no ‘material and well-founded objections’ from members of the Executive.
