Sections 17 – 18 Notification of decision following a licensing panel hearing to determine an application for a premises licence
TO: Sainsbury’s Supermarkets Limited (the “applicant”) All persons who made relevant representations

TAKE NOTICE: THAT following a hearing before the Licensing & General Purposes Sub-Committee (the “Licensing Panel” or “Panel”) ON 18th September 2024
HARROW COUNCIL, as the Licensing Authority for the premises RESOLVED TO TAKE THE FOLLOWING STEPS IN RELATION TO THE PREMISES LICENCE, AS APPROPRIATE TO PROMOTE THE LICENSING OBJECTIVES:
RESOLVED TO GRANT THE APPLICATION SUBJECT TO CONDITIONS
THE CONDITIONS ARE AS FOLLOWS: 1. Alcohol is permitted to be sold, for consumption off the premises between the hours of 07:00 and 23:00, 7 days of the week 2. The CCTV system will operate at all times whilst licensable activities are taking place. 3. The system will incorporate a camera covering each of the entrance doors and the main alcohol display area and will be capable of providing an image which is regarded as identification standard. The precise positions of the cameras may be agreed with the police from time to time. 4. The system will incorporate a recording facility and any recording shall be retained and stored in a suitable and secure manner for a minimum of 31 days and shall be made available, subject to compliance with Data Protection legislation, to the police for inspection on request. 5. The system must be able to export recorded images to removable means e.g. CD/DVD and have its own software enabled to allow playback/review. 6. The CCTV system will display on any recording the correct time and date of the recording. 7. A member of staff trained in the use of the CCTV system must be available at the premises at all times that the premises are open to the public. 8. Adequate levels of staff and security will be maintained at all times. Records of staff and security levels will be disclosed to the police and licensing authority upon request. 9. The premises licence holder will ensure that an age verification policy (Challenge 25) will apply to the premises whereby all cashiers will be trained to ask any customer attempting to purchase alcohol, who appears to be under the age of 25 years (or older if the licence holder so elects) to produce, before being sold alcohol, identification being a passport or photo card driving licence bearing a holographic mark or other form of identification that complies with any mandatory condition that may apply to this licence. 10. Signage will be displayed in prominent positions within the store informing customers of the age verification policy adopted by the licence holder. 11. Signage will be displayed at the exit of the premises requesting customers leaving the premises late at night to do so quietly and with consideration so as not to disturb nearby residents.
