Attendance by Reserve Members

To note the attendance at this meeting of any duly appointed Reserve Members.

 

Reserve Members may attend meetings:-

 

(i)            to take the place of an ordinary Member for whom they are a reserve;

(ii)          where the ordinary Member will be absent for the whole of the meeting; and

(iii)         the meeting notes at the start of the meeting at the item ‘Reserves’ that the Reserve Member is or will be attending as a reserve;

(iv)         if a Reserve Member whose intention to attend has been noted arrives after the commencement of the meeting, then that Reserve Member can only act as a Member from the start of the next item of business on the agenda after his/her arrival.

Review of Polling Places and Polling Districts

The Committee received a report of the Interim Director of Legal and Governance which set out the final proposals of Harrow’s statutory review into its Polling Places and Polling Districts.

 

The report was introduced by Councillor Goodwin – Freeman on behalf of the Polling District Review Working Group.  Members were informed that review was undertaken by the Council’s Electoral Services team following close consultation with the Polling District Review Working Group which comprised of a cross-party group of 5 Councillors.

 

Members were informed that there were only a few minor changes to the current arrangements and these included:

 

·                 Greenhill Ward - Electors in GH2 will now vote at Harrow Baptist Church, College Road rather than the Pavilion Greenhill Library as this building is now used by the Council’s Registration Services.

 

·                 Harrow on the Hill – Electors in HH4 will vote at St George's Catholic Primary Voluntary Academy, Sudbury Hill rather than Portakabin, Rising Sun Hotel and Restaurant Car Park, South Vale as there was recently a fire on the site meaning that the location is unavailable.

 

·                 Harrow Weald – During the public consultation period, there were a number of comments raised supporting the moving of Electors living in High Road HW2 to HW1 to enable them to vote at Blackwell Hall.

 

·                 Hatch End – Proposals of the PD Review working group to use the Hatch End Lawn Tennis club as a new venue for electors in HE2 and using the Hatch End Free church for those in HE3.  A number of comments received via the public consultation supporting this proposal.

 

·                 Headstone – Proposals of the PD Review working group to Move Priory Way and Manor Way from Headstone PD2 into Headstone PD1.

 

·                 Pinner – Electors in PN1 will now vote at the Pinner Hill Community Centre rather than Pinner Wood School.  Comments received during the consultation period objecting to the usage of the School.

 

·                 Roxbourne – Electors in RB1 to vote at  St Andrew’s Church Hall, Malvern Avenue, Harrow rather than Brookside close as this site has been demolished.

 

In response to a question from a Member, it was clarified that the Polling Places for residents in SM3, SM4 and SM5 were incorrect in Appendix A.  This was however shown correctly in Appendix B.

 

RESOLVED:  That

 

(1)             the recommendations of the Working Group in relation to the individual polling districts and polling places for all future elections be approved with immediate effect;

 

(2)            any further changes in venue within a polling district be agreed by the Returning Officer in consultation with the relevant ward Councillors.
