Residential Electric Vehicle Charge Point Infrastructure Procurement

The Leader of the Council received a report which set out an update on the use of Dynamic Purchasing Systems (DPS) for electric vehicle charge point infrastructure delivery and proposals for alternative procurement arrangements.

 

RESOLVED:  That

 

(1)            the contents of Appendix 1 be noted;

 

(2)            officers be authorised to abandon the previously approved Oxford City Council DPS procurement of electric vehicle charging infrastructure;

 

(3)            the open tender procurement or procurement via alternative suitable means for provision of approximately 225 lamp column electric vehicle charge points for residents of Harrow.  The successful charge point operator will be responsible for installing, commissioning, and maintaining the charge points.  The contract term will be 10 years plus an additional 5-year extension option be approved;

 

(4)            the open tender procurement or procurement via alternative suitable means for provision of approximately 47 flat and flush technology electric vehicle charge points for residents of Harrow.  The successful charge point operator will be responsible for installing, commissioning and maintaining the charge points.  The contract term will be 7 years, plus an additional 3 year extension option be approved;

 

(5)            delegated authority be given to the Corporate Director of Place following consultation with the Portfolio Holder for Finance and Highways to make any changes to the tender documents following this approval as required;

 

(6)            delegated authority be given to the Corporate Director of Place following consultation with the Portfolio Holder for Finance and Highways to award the contract(s) following a compliant procurement process.

 

Reason for Decision:  This would enable the expansion of electric vehicle charging infrastructure on public assets for the benefit of Harrow residents, whilst contributing to decarbonisation of transport in Harrow.  Cabinet authorisation is required to comply with the Council’s Contract Procedure Rules and Financial Regulations.

 

Alternative Options Considered and Rejected:  As set out in the report.
