At 7.30 pm, although a quorum of Members was in attendance, the Chairman and Vice?Chairman were absent from the meeting.  It was moved, seconded and it was

RESOLVED:  That, in the absence of the Chairman and Vice?Chairman, Councillor Phillip O’Dell be appointed as Chairman for the meeting.

To receive declarations of personal or prejudicial interests, arising from the business to be transacted at this meeting, from:

(a)               all Members of the Committee, Sub Committee, Panel or Forum;

(b)               all other Members present in any part of the room or chamber.

RESOLVED:  To note that there were no declarations of interests made by Members in relation to the business to be transacted at this meeting.

That the minutes of the meeting held on 24 November 2008 be taken as read and signed as a correct record.

RESOLVED:  To note that no public questions were put, or petitions or deputations received at the meeting under the provisions of Committee Procedure Rules 19, 16 and 17 respectively.

Report of the Divisional Director of Environmental Services.

The Committee received a report of the Divisional Director of Environmental Services on a proposal to apply to the Secretary of State for Communities and Local Government to continue with and amend the discretionary Additional Houses in Multiple Occupation (HMOs) Licensing Scheme.

A Member moved that the Committee move straight to the vote.  This was duly seconded and agreed.  The officer stated that a decision not to agree the recommendation would delay implementation for a further two months.

RESOLVED:  That the Private Sector Housing Enforcement Team do not apply to the Secretary of State for Communities and Local Government to continue with and amend the discretionary Additional Houses in Multiple Occupation Licensing Scheme.

Report of the Divisional Director of Environmental Services.

The Committee received an information report from the Divisional Director of Environment Services on the progress of the Borough?wide Designated Public Places Order.

RESOLVED:  That the report be noted.
