To receive declarations of personal or prejudicial interests, arising from business to be transacted at this meeting, from:

(a)               all Members of the Committee;

(b)               all other Members present.

There were no declarations of interest made.

To appoint (subject to confirmation of the Committee’s membership) a Vice Chairman of the Committee for the Municipal Year 2010/11.

RESOLVED:  That Councillor Paul Osborn be appointed as Vice-Chairman of the Committee for the 2010/11 Municipal Year.

Report of the Director of Legal and Governance Services.

RESOLVED:  That

(1)               the creation of a Health Sub-Committee be approved;

(2)               the terms of reference for the Health Sub-Committee be agreed as detailed in appendix I to these minutes.

To consider the establishment of and appointment of Members to the Sub-Committees of this Committee for the Municipal Year 2010/11, including the appointment of Chairmen under Overview and Scrutiny Committee procedure Rule 11.2.

All subsidiary body memberships must be determined in accordance with the Local Government and Housing Act 1989 and regulations made thereunder.

[Note: The proposed memberships of the Sub-Committees relevant to this Committee and the nominees proposed will follow on a Supplemental Agenda].

The Committee considered a report, setting out the proposed memberships and Chairmen of the Sub-Committees for 2010/11 which, in accordance with the Local Government (Access to Information) Act 1985, was admitted late to the agenda in order to enable the Sub-Committees to be established.

RESOLVED:  That the Sub-Committees of the Overview and Scrutiny Committees be established for the Municipal Year 2010/11 with the memberships and Chairmen as detailed in appendix II to these minutes.

To appoint the Policy and Performance Lead Members for Scrutiny for the Municipal Year 2010/11.

[Note: The proposed appointments will be tabled at the meeting.]

The Committee considered proposals relating to Lead Members for Scrutiny for 2010/11 which, in accordance with the Local Government (Access to Information) Act 1985, was admitted late to the agenda in order to enable Lead Members to be agreed.

RESOLVED:  That the Scrutiny Lead Members be agreed, as detailed in Appendix III to these minutes.
