Appointment of Chair

To appoint a Chair for the purposes of this meeting.

Minutes:

RESOLVED:  That Councillor Natasha Proctor be appointed as Chair of the Personnel Appeals Panel.

Declarations of Interest

To receive declarations of disclosable pecuniary or non pecuniary interests, arising from business to be transacted at this meeting, from all Members of the Panel.

RESOLVED:  To note that there were no declarations of interests made by Members.

[Note:  Personnel Appeals Panel minutes are:-

 

(1)          approved following each meeting by the Members serving on that particular occasion and signed as a correct record by the Chair for that meeting;

(2)          not submitted to the next panel meeting for approval.

 

Reasons: The Personnel Appeals Panel is constituted from a pooled membership.  Consequently, a subsequent Panel meeting is likely to comprise a different Chair and Members who took no part in the previous meeting’s proceedings.  The process referred to at (1) above provides appropriate approval scrutiny].

Minutes:

In the absence of the appellant at the start of the meeting, the Panel noted that the appellant had previously requested of a postponement of the hearing originally scheduled for 16 December 2021.  Having waited for fifteen minutes, the Panel unanimously agreed to consider the appeal in their absence as the appellant had been advised in writing that the appeal would go ahead if they did not attend.

 

The Panel carefully considered the written evidence provided by the appellant and the verbal and written evidence provided by management.

 

RESOLVED (unanimously):  That the appeal be dismissed.
