Appointment of Chairman

To appoint a Chairman for the purposes of this meeting.

Minutes:

RESOLVED:  That Councillor Phillip O’Dell be appointed as Chairman for this Licensing Panel Hearing.

To receive declarations of disclosable pecuniary or non pecuniary interests, arising from business to be transacted at this meeting, from:

 

(a)               all Members of the Panel;

(b)               all other Members present.

RESOLVED:  To note that there were no declarations of interests made by Members.

[Note:  Licensing Panel minutes are:-

 

(1)               approved following each meeting by the Members serving on that particular occasion and signed as a correct record by the Chairman for that meeting;

(2)               not submitted to the next panel meeting for approval.

 

Reasons: The Licensing Panel is constituted from a pooled membership. Consequently, a subsequent Panel meeting is likely to comprise a different Chairman and Members who took no part in the previous meeting’s proceedings. The process referred to at (1) above provides appropriate approval scrutiny].

Whitchurch Playing Field, Wemborough Road - Application under Section 15(1) of the Commons Act 2006 to Register the Land as a Town or Village Green pdf icon PDF 72 KB

Report of the Director of Legal and Governance Services.

Minutes:

The Panel considered a report of the Director of Legal and Governance Services which sought approval for a non-statutory public inquiry in relation to an application which sought to register the land at Whitchurch Playing Field as a Town Green.

 

It was noted that the London Borough of Harrow held the freehold interest in the Land and acting in its capacity as landowner has objected to the application.  Given that the Council is also the Registration Authority for the purposes of the Act there was an apparent conflict of interest.  The reporting officer therefore considered it prudent for the Council to hold a non-statutory public inquiry for the purposes of testing the evidence submitted by the relevant parties.

 

RESOLVED:  That a non-statutory public inquiry be held for the purposes of considering the merits of the application
