Report of the Chief Environmental Health Officer.

Minutes:

The Panel received a report of the Chief Environmental Health Officer detailing an application for a new Annual Licence for Public Music and Dancing at The Green Man, 730 Honeypot Lane, Stanmore.

 

The application was submitted by Mr Harman, solicitor acting for the Licensee of the premises, Miss Janine Green, and sought an extension of hours on Fridays and Saturdays. The application was advertised in accordance with the Council’s Rules governing applications.

 

Miss Green confirmed that she intended to gain the “National Licensees’ Certificate” as a qualification recommended by the Council’s Environmental Health Division.

 

There were no objections from the Chief Planning Officer, the London Fire, Emergency Planning Authority or The Canons Park Residents’ Association.

 

RESOLVED: That the application for an Annual Licence for Public Music and Dancing and a variation of hours to midnight on Fridays and Saturdays to the Licence at The Green Man, 730 Honeypot Lane, Stanmore together with the previous Licensed conditions, be granted for 12 months.

 

Note: The Chair asked the applicant if she consented to the conditions, to which she responded to the affirmative.

The Panel received a report of the Chief Environmental Health Officer detailing an application from “Time”, 314 Station Road, Harrow for a variation of last entry hours of the Annual Entertainment Licence.

 

The Panel heard that previously, an application had sought to vary the times of the last entry condition which was granted for Fridays and Saturdays, but refused from Mondays to Thursdays. The proprietor, Richard Hennessy was now seeking a last entry extension to 1am for Thursdays. 

 

The Police had concerns with the proposal, however, following conciliation between them and Mr Hennessy the applicant had offered to increase the number of registered doorstaff to 4 persons.

 

There had been 3 reported complaints in the past 6 months in relation to late night disturbance from patrons leaving the Club and loud music emanating from the rear of Time. However, the applicant has been in ongoing consultation with the complainant, who has confirmed that progress has been made.

 

Ken McClay, solicitor for Mr Henessy asked the Panel to consider the application in view of the fact that it was a nightclub and not a public house. He also advised the Panel that the applicant was a fit and proper person and had undertaken his responsibilities such as attending  the relevant courses. 

 

There were no objections from the Chief Planning Officer or the London Fire and Emergency Planning Authority.

 

The Panel in reaching their decision took the following factors into consideration;

 

a)       Time is a nightclub and only opens it’ doors to the public at 10pm.

b)       The professional management, as exemplified by his working with complainants.

 

RESOLVED: That the application for a variation of hours on the last entry condition to the Public Entertainments Licence at “Time” nightclub, 314 Station Road, Harrow on the basis of the existing conditions plus the following amended conditions be granted.

 

AMENDED CONDITIONS (numbering refers to numbers on the previous licence)

 

3.              The licensee is to employ a suitable number of trained badged door staff at the premises during all of the times the premises are open and trading. A minimum of 5 door staff is required for Friday and Saturday nights; a minimum of 4 door staff is required on Thursdays and a minimum of 3 on other nights of the week.   

 

4.              Full details of the door staff be supplied to the Police and a register of the door staff  employed at the premises per day be retained at the premises. The register to be available to the Police and Council Officers at all reasonable times. Staff on the door to be in possession of a metal detector in the form of a “magic wand” at all times when the premises are in use for the purposes of the license.

 

11.          There be no admission to the premises after Midnight on Sunday to Wednesday  and  after 1am on Thursday to Saturday nights.
