To note under the provisions of the formula membership the attendance of the following nominee:

RESOLVED:  That, further to the formula membership of the Panel, the attendance of the following Nominee Members at this meeting be noted:-

To receive declarations of disclosable pecuniary or non pecuniary interests, arising from business to be transacted at this meeting, from:

(a)               all Members of the Panel;

(b)               all other Members present.

RESOLVED:  To note that there were no declarations of interests made by Members.

That the minutes of the meetings of the Chief Officer Employment Panel held on 16 August 2012 be taken as read and signed as correct records.

RESOLVED:  That the minutes of the meetings held on 16 August 2012, be taken as read and signed as a correct record, subject to the following amendment to Minute 18:

Members requested that the letter confirming the appointment of the Director of Adult Social Services reflect that the Panel strongly supported her taking on this role and express their appreciation for her dedication and achievements for the Council over the years.

To resolve that the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of confidential or exempt information under paragraph 1 (contains information relating to any individual), as defined in Part 1 of Schedule 12A to the Local Government Act 1972.

RESOLVED:  That in accordance with Part I of Schedule 12A to the Local Government Act 1972, the press and public be excluded from the meeting for the following item(s) for the reasons set out below:

Upon interview of the short-listed candidate to consider making an appointment to the post of Director Finance & Assurance.

FOR CONSIDERATION

The candidate gave a presentation on a topic notified in advance of the meeting.

The presentation was followed by questions from the Panel that were specific to the presentation and also related to other selection criteria.

On consideration of the candidate's presentation and responses to questions against the selection criteria the panel determined that the candidate should not be appointed to the post of Director of Finance and Assurance and the Assistant Chief Executive was asked to commence an external recruitment process.

The technical advisor to the panel was Andrew Travers, Section 151 Officer and Deputy Chief Executive at the London Borough of Barnet.

RESOLVED:  That the Assistant Chief Executive commence an external recruitment process for the post of Director of Finance and Assurance.
