(i)            to take the place of an ordinary Member for whom they are a reserve;

Minutes:

Prior to the consideration of the report of the Corporate Director of Community, the Panel received a Deputation (Minute 112 also refers).

 

Title of Deputation 1

Reason for Deputation

Please use the Local Transport Fund to join up the Pinner Road cycle track and proposed George V Avenue cycle lanes. (re: 2 Mar 2021 Agenda Items 9 (LTF Schemes) and 10 (Cycling programme update).

 

In summary, the two Deputees highlighted that there was a need to have funding and schemes consolidated and for cycle routes to be interconnected, with quality set as the priority.  It was emphasised that there was a demand for cycle routes to more direct to key points of interest as well as introducing ‘double stop lines’ for cyclists.

 

Cyclist’ safety was raised as a key issue preventing the public from cycling in Harrow, with that said the Deputees supported the review of the George V Avenue and Pinner Road Junction which could help improve pedestrian safety for the nearby school.  A cycle lane along George V avenue was also suggested as way to improve cycle networks that would lead to the Centre of Harrow.

 

It was encouraged that panel set objectives to increase cycle use in Harrow for progress to be measured.  This led to the presentation highlighting that there was a need to have suitable cycle infrastructure to match areas that had been recently developed and where parking and driving of cars would likely be impractical

 

The Chair thanked the Deputees for their presentation and welcomed questions from the Panel, to which the Deputees responded by noting:

 

·                     If incorporated and improved signalisation was put in place for that junction to accommodate cyclists and pedestrians as well as the cycle lane being extended for cycle lanes to be better connected.

 

The Panel showed concern over how cyclists and car users would use the same roads effectively as well as the actual demand of cycling within Harrow.

 

The Panel received a report from the Corporate Director of Community.  An Officer outlined that  a provisional funding offer had been made by the Transport For London (TFL) but was still subject to confirmation, the report outlined a list of potential schemes - which met with TFL objectives - that the Council could choose from, with a maximum potential value of up to £100,000.

 

Cllr Peymana Assad, seconded by Cllr James Lee. proposed the following recommended schemes from the report which included:

The Panel received a report which updated the Panel on the progress being made to implement a borough cycle route network.  Part of the Transport Local Implementation Plan (LIP) the proposed cycle routes were aimed to be better integrated alongside other transport links.

 

There was a significant amount of investment from the LIP program as well as Harrow funding through the high street fund which could be used to develop some of the cycle routes and there were also funding options through the TFL cycle programme and the Liveable Neighbourhood programme.

 

It was highlighted that there was an ambition set out in Council policies to develop whole cycle routes that interconnect, that would ultimately encourage cycling uptake in the Harrow borough.

 

Members raised a number of questions which were responded to by the representatives as follows:

 

·                     There was a plan to put in place a full consultation on the cycle routes proposed.  Engagement had been a priority with key stakeholders.

 

·                     The Street Space cycle scheme differed to the program found in this report, which dealt with the permanent infrastructure of cycle lanes. It was highlighted that the Street Space program of temporary/ experimental schemes was going through a consultation and the results will be reported to the next TARSAP meeting.

 

A statement from the Harrow Weald Councillors was read out which concerned the northern cycle route and emphasised the importance of a full consultation to have taken place, alongside the need for more traditional cycle lane provisions.

 

Concern was raised that current road space was being used to accommodate these plans and with the uptake of cycling lower than expected, it was important that public opinion should be considered.

 

It was raised that an advisor with a motoring background would be welcomed on the Panel, the officer indicated that advice has been provided to the Chair and a suggestion to have a representative from the business community considered due to the importance of revitalising the local economy as a consequence of the pandemic.

 

RESOLVED: That the report be noted and to suggest introducing a new advisor to the Portfolio Holder for Environment and Equalities.

Minutes:

The Panel received a report which sets out details of the petitions that have been received since the last TARSAP meeting and provides details of the Council’s investigations and findings where these have been undertaken.

 

An officer reported that four petitions were received.  This included:

 

·                     Chantry Road and West Chantry - Request for controlled parking zone.

·                     Removal all LTNs

·                     Fernbrook Drive - Request for parking permit

·                     Eliot Drive – Request to be included in zone WR

 

RESOLVED:  That the report be noted.

The Panel received a report which provided information on the information about the identification, prioritisation, development and implementation of parking management schemes in Harrow.  It informs Members about requests for parking schemes received by the Council and also recommends a programme of work for 2021/22 based on the councils agreed assessment criteria.

 

Officers outlined the presentation, which noted that the pandemic had made things difficult for the financial year of 2020/21, which had resulted in a slower delivery of schemes.  Therefore, a number of schemes had now been rolled over to the next financial year of 2021/22.

 

It was raised by the Panel that the consultations should be statutory.

 

Members raised a number of questions which were responded to by the representatives as follows:

 

·                     The safety parking programme would be looked at in relation to the raised issue that safety measures on the corners of roads should be implemented around the Old Lodge Way/ Winscombe Way area.

 

·                     Dennis Lane was not a parking scheme request which was why it was not included in this report.  The officer explained that confirmation was needed for the release of the NCIL funding.  The officer confirmed that this would be taken up with the relevant service manager.

 

·                     It was confirmed that September Way was in the programme.

 

Cllr Ameet Jogia moved an amendment to the work program, regarding Canterbury Road, which requested that scheme 41, the Melrose Road and Kingsley Road scheme replaces scheme 1, the Canterbury Road between Durham Road and Pinner View Parking Review scheme.  This was duly seconded, put to the vote and was lost.

 

RESOLVED: To agree the recommendations.

The Panel received a report which provided an update on progress with the 2020/21 Parking and Local Implementation Plan Transportation programmes of works.

 

An officer reported that due to a delay in the funding received the programme was not as big as expected.  Four 20 mph zones had been through full consultation and were programmed for construction.  The Streatfield Road zebra crossing scheme was also programmed for construction within the next 2-3 weeks.
