Due to the proximity of the meeting of the Call-in Sub-Committee to the Cabinet agenda despatch, the report was not available for circulation.  Members are requested to consider the report and appendices, as a matter of urgency, as the Executive must reconsider the decision within ten clear working days of the referral.
